On Tuesday, June 23, the Cumberland County Board of Education approved Superintendent Dr. Eric C. Bracy’s principal recommendations during its Special Meeting - Board Work Session. Dr. Bracy also announced several principal transfers for the 2026-2027 school year.
The Board approved the following principal appointments:
Belinda Proctor will serve as principal of New Century International Elementary School. Proctor currently serves as coordinator in the Human Resources Department for Johnston County Public Schools, where she supervises and supports international faculty and beginning teachers across multiple schools. She previously served as principal of North Johnston High School.

Quantisha Spencer will serve as principal of College Lakes Elementary School. Spencer most recently served as assistant principal at Seventy-First High School.

Carrie Blanchard will serve as principal of Beaver Dam Elementary School. Blanchard most recently served as assistant principal at Howard Hall Elementary School.

Dr. Bracy also announced the following administrative transfers for the 2026-2027 school year. These transfers are being made under the superintendent’s transfer authority and do not require approval by the Cumberland County Board of Education.
Elizabeth Blue will serve as principal of Ed V. Baldwin Elementary School. Blue most recently served as principal of Raleigh Road Elementary School.

Dr. Brady Davis will serve as an assessment consultant in the Data and Accountability Department. Dr. Davis most recently served as principal at New Century International Elementary School.

Dr. Tremaine Canteen will serve as principal of Westover High School. Dr. Canteen most recently served as principal of Cumberland Academy 6-12 Virtual School.

Dr. Bracy also announced that Estella Johnson, who was recently approved as the principal of Cumberland Academy K-5 Virtual School, has subsequently been assigned to serve as the principal of Cumberland Academy 6-12 Virtual School as well.
