Today, Cumberland County Schools (CCS) recognized Ruben Reyes, associate superintendent for Human Resources, as the 2025-2026 Dr. Joseph Locklear/Ricky Lopes Central Services Employee of the Year during the district’s Summer Leadership Conference at Cape Fear High School.

Reyes was selected for his responsive, thoughtful and service-centered leadership. In his role, he supports principals and district leaders through staffing, personnel matters and complex human resources decisions that directly affect schools, staff and students.

Nominators described Reyes as a trusted resource who provides timely support, clear communication and honest guidance when school leaders need it most.

One nominator wrote, "Mr. Reyes is timely in his responses and is always kind and helpful. He provides honest and direct guidance, not simply what you want to hear, but what you need to hear to ensure that actions and decisions remain legally compliant. His clarity and integrity make him an invaluable support."

Another nominator praised Reyes' communication and leadership, stating, "One of Ruben's biggest strengths is his ability to communicate. When issues pop up, he keeps principals in the loop, even if it is after hours or on a weekend. He always tries to stay in front of situations, being proactive instead of reactive. He carries a large burden of responsibility, directly serving schools and departments daily, yet he always remains positive and willing to take time to answer questions, explain the 'why' behind decisions, and actively seek solutions to problems."

The award was established in 2015 to honor the legacy of Dr. Joseph Locklear and Ricky Lopes, two school administrators who gave unselfishly to CCS for many years. Each year, principals and assistant principals nominate Central Services employees who provide outstanding support to schools. This year’s selection committee was chaired by Dr. Queesha Tillman, principal at Jack Britt High School.

Reyes' selection reflects the essential role Central Services employees play in helping schools operate effectively and remain focused on student success.
